Not since daily pricing began. From 21 July to 13 October 2026, the dollar rate in the petrol price fell with every new price.

Over those dates, petrol rose by Rs 79.57 a litre. The fuel’s cost in dollars rose by $39.32 a barrel.

One small line on the sheet is tied to the rupee: the exchange rate adjustment. Its highest was Rs 2.44 a litre, on 8 September.

Which dollar rate is in the petrol price?

Every working day, the Oil and Gas Regulatory Authority (OGRA) publishes a sheet that builds the petrol price. Each line has a letter.

Line D is the exchange rate, in rupees for 1 US dollar. It comes from the State Bank of Pakistan.

The sheet says the figure is a “seven working days’ rolling average” of the State Bank’s daily rate.

So line D is not one day’s rate. On 13 October 2026, it was Rs 277.17 a dollar.

How does the rate enter the price?

The sheet starts in dollars a barrel. Line A is the Platts quotation, a world price for finished petrol.

Line B is the premium above it. Line C adds the 2 together.

OGRA then multiplies C by the rate and divides by 158.98, the litres in a barrel.

On 13 October, line F was 65.39% of the price. The other lines are added on top of it, as the build-up shows.

So the rate and the dollar lines meet in one place. A change in either one changes F.

Did the rate go up or down after 21 July?

It went down. On each of the 57 sheets after 21 July, line D was lower than on the sheet before.

In plain words, a dollar cost a little fewer rupees on each new sheet. The dollar lines did not move that way.

Between 21 July and 13 October, the rate fell by Rs 0.97 a dollar. The Platts quotation rose by $34.18 a barrel.

The premium rose by $5.14 a barrel. Petrol rose by Rs 79.57 a litre.

Petrol rose on 35 of the 57 sheets after 21 July. On each of those 35, the rate was lower than on the sheet before.

So the common reading, that a falling rupee pushed petrol up, does not fit these 58 sheets. The price history shows every step.

What is the exchange rate adjustment?

Line J is the exchange rate adjustment. OGRA’s sheet ties it to Pakistan State Oil (PSO), which imports the petrol cargoes:

“This is the adjustment which is calculated on the basis of variance in Dollar Rupee parity between the day PSO discharges its LC and State Bank rate as used in the relevant pricing period.”

That is OGRA’s wording, unchanged. An LC, or letter of credit, is the bank document through which PSO pays for a cargo.

So line J covers the gap between 2 rates: the rate on the day PSO pays, and the State Bank rate used in the price.

Line J has been below zero, at zero and above zero. It was Rs −0.53 on 21 July and Rs 1.47 on 13 October.

Its highest was Rs 2.44 a litre, on 8 September. That was 0.68% of that day’s Rs 358.77.

On 13 October, line J was 0.37% of the Rs 395.37 price. It was positive on 36 of the 58 sheets.

What changed on 8 September?

Line J rose from Rs 0.00 on 5 September to Rs 2.44 on 8 September. The table shows 7 of the sheet’s lines.

The rate itself was Rs 0.02 lower. Line F still rose by Rs 9.72, since C, the dollar cost, rose by $5.58 a barrel.

Petrol rose by Rs 12.90 that day. The next day, line J fell to Rs 1.42.

What about the years before daily pricing?

From June 2011 to 20 July 2026, the record has only PSO’s notified petrol prices. These are totals, without line D or line J.

So this record cannot show the rate’s part in any earlier rise. I do not guess it.

The line-by-line view starts on 21 July 2026. What makes up the petrol price explains every line on the sheet.

The levy is another line people blame. Did the petroleum levy raise the petrol price? looks at it the same way.

Every figure is printed on an OGRA sheet, or is the difference between 2 printed figures. I do not split any rise into a currency part and an oil part.
